An air carrier certificate is necessary for providing the service. The air carrier certificate is a document issued by the Estonian Transport Administration which certifies that an air carrier has the necessary services, infrastructure and equipment and a sufficiently knowledgeable, skilled and experienced staff to conduct commercial air transport in a safe and legal manner.
The certificate includes operation specifications that show the types of flight operations, types of operational aircraft, area of operation, special conditions of operation, special authorisations and permits, registration numbers of aircraft and the details of accountable managers. The certificate is valid for an unlimited duration. The Estonian Transport Administration has the right to suspend or terminate the air carrier certificate.
Air carrier operating license
The air carrier operating license permits the transport of passengers, mail and/or goods for a fee or rent. The operating license is issued by the Minister of Economic Affairs and Communication. The license is valid for an unlimited duration.
The Minister of Economic Affairs and Communication has the right to suspend or terminate the operating license.
