The Electronic Maritime Information System (EMDE)
The Electronic Maritime Information System (EMDE), which is s a system internationally referred to as the "National Maritime Single Window" as well.
Application is designed to facilitate the preparation, presentation, distribution and control of maritime notices and documents. The information is drawn up by the companies involved in the operation of ships, or their representatives (agents, masters), companies dealing with the logistics of goods (goods owners, freight forwarders, stevedores), port operators and by representatives of state agencies controlling them. The preparation of documents means both the creation of a document, and reception of a document from another information system and insertion into the EMDE system.
The authorities that use the information in the Electronical Maritime Information System transport play an important role to manage the safety and environmental risks associated with maritime.
The Electronic Maritime Information System is part of the pan-European SafeSeaNet network and the information in it is constantly updated according to the phase of the ship's visit now.
A digitalized 24-hour available system that meets the needs of users makes a significant contribution to the efficient operation of maritime transport.
Ship information system
The Estonian Transport Administration will soon be launching the Ship Information System for shipowners and operators in order to simplify the registration and management of ships and thereby help save and reduce time, costs and bureaucracy for shipowners or charterers.
The ship information system is a self-service and procedural environment where you can get the most up-to-date information about ships sailing under the Estonian flag.
The ship owner has access to technical data related to the ship, attached documentation, issued certificates, results of supervision procedures, inspections and audits. In addition to seeing the ship's documents, the user has the option to print them out in a reproducible form. E-certificates will also be issued to ships through the information system.
The information system allows shipowners or charterers to:
- register their ships from foreign countries;
- manage their fleet;
- update ship data;
- order audits and see audit results;
- see due and paid state fees;
- apply for and update ship certificates, etc.
To use and log in to the system, it is necessary to have an Estonian or other European country's ID card, Mobile ID or Smart ID.

Seafarers information system
The Estonian Transport Administration launched the digital Seafarers Information System on 1 November 2021 to reduce the time spent by customers on services.
Crew members, shipowners and operators can use the information system to quickly and conveniently manage documents required for seafaring, including for seafarers to record their seagoing practice as proof of length of service.
The new system enables:
- seafarers, crew members – apply for and obtain various documents without leaving home instead of going to the service office; add records, etc.;
- seafarers, crew members – store documents certifying qualification and allow ship managers and/or operators to use that information;
- shipowners or operators – see the certificates of competency and endorsements of their crew members as well as the validity of their medical certificates;
- educational institutions – enter protocols and study results directly into the system;
- healthcare professionals – issue medical declarations to seafarers.

Nutimeri
Estonian Transport Administration’s Web application Nutimeri displays Estonian Transport Administration’s official electronic navigational charts above the background of orthophoto or base map from Estonian Land Board. Data layers from Hydrographic Information System and/or spatial data objects like aids to navigation, fairways and harbours can be added on the chart layers. The application works on all platforms, allowing GPS positioning, making queries of data objects, using measuring and drawing tools.
Estonian Transport Administration recommends not to use the Web application as primary tool for navigation, because its operation depends on availability of the data communication!

The State Port Register
The State Port Register is an Estonian Transport Administration database that provides an overview of all ports registered in Estonia.
On the home page of the Register, technical data on ports, port services, port authorities, harbour masters, port locations, port rules established by port authorities, price lists, port layout plans, port pollution control plans, etc. can be searched for and displayed.
In the modernised port register, great emphasis has been placed on making more services available to the user digitally, such as the procedure for the port's waste management plan, bulk terminal surveillance documents, port security documents, port aquatorium erasing, requests for the construction and removal of navigation markings.
In addition, there has been a strong focus on improving user convenience, i.e. single data entry, standardised procedures and automated data checks. The updated platform also provides better possibilities for data analysis.
