Recreational Craft Construction Permit

Construction permits for recreational craft are issued by the Estonian Transport Administration. To get a permit, you must submit an application.

The application must include the following information:

  • name and registry code or if not applicable, or equivalent identification from the country of location (a number or letter code equivalent to the registry code) for legal entities; name and registry code or if not applicable, personal identification code or date of birth and name and number of identification document for sole proprietors;
  • company contact details (phone number, e-mail address and postal address);
  • address of location if it differs from the postal address if the company is registered in another contracting party or third country;
  • area of activity according to legislation and name and code according to the Estonian Classification of Economic Activities;
  • name and contact details (phone number and e-mail address) of the signee; for legal entities, also the basis for the right of representation (board member or authorisation);
  • the desired term of validity if the applicant wants the validity of the permit issued to be less than
  • what is established in legislation;
  • name, registry code and address of any subsidiaries the applicant wishes to extend the permit to;
  • other information established in legislation.

The application shall be supplemented with:

  • a list of the equipment to be used, overview of the applicant’s operations that the permit is applied for and copies of certifications of the qualifications of the company’s specialists (diplomas, certificates, etc.).
  • a copy of a permit or certification for maintenance, inspection or repair of products issued by the manufacturer if available. An overview of the applicants operations that shows:
    * they are following the recreational craft directive 2013/53/EU;
    * whether construction follows ISO standards or other standards depending on the materials;
    * whether tests are done according to ISO standards and if so then which ones;
    * what production surveillance module is being used;
    * how the load bearing capacity, maximum permissible load, passenger count and engine power output are determined.

Reviewing the application for a permit incurs a state fee of 130 euro for every work hour of the Transport Administration surveillance official but no more than 2000 euro.
