A safety adviser is a competent person acting for the benefit of a company, whose duty is to ensure the safety and compliance of the carriage of dangerous goods. A safety adviser must have completed a safety adviser training course in an educational establishment experienced in organising formal or continuous training in the field of dangerous cargo, passed a test and obtained a respective certificate (hereinafter referred to as safety adviser certificate).
It is possible to apply for a new certificate to replace a lost, stolen or destroyed certificate. In such a case, the person must inform the Estonian Transport Administration in writing.

A safety adviser certificate can be applied for:
- at the service bureaus of the Estonian Transport Administration or
- by post or e-mail. To do this, a digitally signed application for a safety adviser certificate is to be sent to the e-mail address info@transpordiamet.ee or a hand-signed application by post for a safety adviser certificate submitted to the Tallinn service bureau at Heli 6, 12618, Tallinn.

The safety adviser application must be accompanied by details of the payment of the state fee. The safety adviser certificate will be sent to a postal address in Estonia as indicated in the application.
The safety adviser certificate is valid for five years. The certificate will be renewed for another five years if the holder of the certificate has completed the respective continuous training and passed a test within one year before the date of expiry of the certificate and applied for a new safety adviser certificate.
The TTK University of Applied Sciences provides Road Transport Safety Adviser courses, and, in coordination with the Estonian Transport Administration, conducts safety adviser tests. A state fee has to be paid for taking the safety adviser test.
