To pay a state fee, you need to know the rates of the state fee and the payment details (beneficiary, account number, explanation and reference number). A payment document (payment order, receipt) is the basis for an accounting entry. The Estonian Transport Administration does not issue separate invoices for payments of state fees.
The e-service state fee is only valid if an application is submitted and the state fee is paid in the e-service.
In service bureaus, state fees can only be paid by card (excl. American Express) or bank transfer. State fees up to 10 euros can be paid in cash.

Reimbursement of State Fees
A person who has paid a state fee may submit an application for a refund of the state fee within two years of the end of the year in which the state fee was paid. The application form is also available in all our service offices.
When filling in the form, we kindly ask you to carefully check that the required information is correct: name, account number, contact details, etc.
A completed application can be:
- brought to the nearest service office;
- sent by post to Valge 4, 11413 Tallinn;
- digitally signed and sent by e-mail to info@transpordiamet.ee.

The Transport Board will verify the accuracy of the information provided in the application for reimbursement and the correctness of the form. A decision on the refund of the fee will be made and the fee will be refunded within 30 calendar days of the date of reception of the application. The decision to refund or refusal to refund is issued to the person who paid the fee or to their representative.
The state fee shall not be refunded if the Transport Board has no information on the payment of the state fee or the claim for refund has expired.
