Self-service systems

The Transport Administration manages several self-service systems (e-service, Seafarers Information System, Aviation Safety Information System) that allow you to submit applications comfortably and view your personal information. If an application type does not appear in the self-service portal, a digitally signed application can be submitted via e-mail to info@transpordiamet.ee.

The e-service allows you to apply for a driving licence, formalise the purchase/sale of a car, watercraft or other vehicle, register for theory and driving tests, apply for a digital tachograph card, special transport permits, etc.

The e-service for vehicles and the right to drive allows you to:

  • formalise the change of ownership of vehicles and recreational craft/jet skis;
  • order registration plates and registration certificates for vehicles;
  • change users;
  • declare transfer of property;
  • temporarily delete a vehicle from the register;
  • check the background of a vehicle;
  • apply for a special transport permit;
  • apply for a permit for a traffic-restricted road.

The e-service allows you to apply for documents relevant to the right to drive:

  • provisional driving licence;
  • full driving licence (NB! foreign driving licences can be exchanged at the service office);
  • digital tachograph cards;
  • ADR certificate;
  • recreational craft and jet ski operator certificate;
  • instructor certificate;
  • register for the necessary tests to obtain a provisional driving licence or upgrade your driving licence category (except categories AM and T).

LOIS

The Seafarers Information System (MIS) enables seafarers to manage necessary documents for seafaring and enter seafaring traineeships as proof of experience.

The Information System allows:

  • seafarers, crew members – to apply for and receive documents, add information, etc. from home instead of going to a service office;
  • seafarers, crew members – to store documents certifying their qualification and allow ship managers and/or operators to use that information;
  • ship managers and/or operators – to see the certificates of competency and endorsements of their crew members as well as the validity of their medical certificates;
  • educational institutions – to enter protocols and study results directly into the system;
  • healthcare professionals – to issue health declarations to seafarers.

The State Port Register is a database that provides an overview of all ports registered in Estonia.
On the State Port Register’s homepage, technical data on ports, port services, port authorities, harbour masters, port locations on the map, port regulations established by port authorities, price lists, port layout plans, pollution control plans, etc. can be searched for and viewed.

In Estonia, road user charge must be paid for all lorries that weigh over 3.5 tonnes and are used on the public road network. Road user charge can be paid via the website teetasu.ee.
