Driving licence with a limited right to drive

The limited right to drive a power-driven vehicle of category B may be granted to a person of 16 or 17 years of age. To obtain a driving licence with a limited right to drive you must pass the theory and driving test.

With a limited right to drive the person may drive a vehicle on condition that their legal guardian or a person authorised in writing by the legal guardian is next to them in the motor vehicle. Such a person must have held the right to drive a power-driven vehicle of category B for at least two years and must not be in a state of intoxication or in a state exceeding the maximum permitted level of alcohol in the bloodstream. In the case of the mentioned legal guardian or a person authorised in writing by the legal guardian, the required period of holding the relevant licence does not include the period in which they held a licence with a limited right to drive or a provisional licence.

The limited right to drive a power-driven vehicle of category T may be granted to a person of at least 15 years of age on condition that the maximum mass of the vehicle with or without a trailer does not exceed 8000 kilograms. A person with a limited right to drive may drive a power-driven vehicle of category T on condition that they do not carry goods on roads and that the driving takes place under the direct supervision of their legal guardian or a person authorised by the legal guardian in writing. Such a person must have held a driving licence certifying the right to drive a power-driven vehicle of category T for at least two years and must not be in a state of intoxication or in a state exceeding the maximum permitted level of alcohol in the bloodstream.

A vehicle that is driven by a person with a limited right to drive must display a novice driver’s symbol on the front and rear of the vehicle in a visible position.

A driving licence with a limited right to drive a power-driven vehicle of category B is valid until the owner of the driving licence turns 18.

The document certifying a limited right to drive for T-category motor vehicles is a driving licence with a limited right to drive that is valid until the person turns 16 years old.

The driving licence with a limited right to drive T-category is exchanged for a regular T-category driving licence without an exam within 12 months from the expiration of the driving licence with a limited right to drive. If the holder of the driving licence with a limited right to drive has not applied for the T-category driving licence within 12 months from the expiration of the driving licence with a limited right to drive, they must pass the theory and driving test to obtain the driving licence.

The driving licence with a limited right to drive grants the right to operate a motor vehicle only in Estonia.

A driving licence with a limited right to drive is not issued to a person whose right to drive has been withdrawn, suspended or revoked. A driving licence with a limited right to drive is issued after the term of withdrawal or suspension of the right to drive has expired or after the right to drive has been granted.

An applicant for a driving licence with a limited right to drive must submit the following documents to the service bureau of the Estonian Transport Administration:

  • a valid medical certificate of the driver in case there is no information in the traffic registry database regarding the validity of the current medical certificate for drivers or if the state of health of the driver has changed;
  • an identity document and a document proving permission to reside;
  • a certificate of a training course of a driver of a power-driven vehicle if the data of the certificate has not been entered in the traffic registry database;
  • the written consent of the parent (legal guardian), which is handed over to the employee of the office by the parent (legal guardian) when formalising the application for a driving licence with a limited right to drive;
  • and one document photo (size 35 x 45 mm).

A person with a limited right to drive who has turned 18 can be granted the right to drive a vehicle of category B and a provisional driving licence after passing theory and practical driving tests.

A driving licence with a limited right to drive can be replaced only at a service bureau of the Estonian Transport Administration.
